Key:

D = The state has "decriminalized" marijuana to some degree. In general, this means that there is no possible prison time or criminal record for first-time possession of a specified amount for personal consumption. Instead, it is treated like a minor traffic violation.
C = State allows for the conditional release or alternative/diversion sentencing of first-time possession offenders. In general, this means that an indiviual can be put on probation instead of on trial. Upon succesful completion of the program, the indiviual is spared any of the stated penalties and accompanying criminal record.
